Why doesn't the city mow its own yard?

I got a letter from the city saying the grass was too tall on my rental property. But I noticed the city has Canadian Thistles, which are illegal, noxious weeds, growing on their property near County Market, on South Boulevard. Why can the City let their weeds grow but send me a letter because my grass is too tall?

We asked Barry Lewis, the Crawfordsville Code Enforcement Officer, about your situation. He said he didn't remember sending you a letter but, "Those are two different issues. If your grass is too tall, you have to cut it. I assume he's talking about the patch of land by the stables. Technically, that is not owned by the City, even though we have been cutting it for a few years. We hope to have the issue resolved with the property owner soon."
