Quotes for IT Equipment – New Government Center – $49,929.46
Equipment is needed to set up a network at the new Government Center.
New Business
Approve County Farm Lease – One bid was received for the cash rent on the County Farm from Wade Bennett at $210 per acre. The BOC awarded the bid at the 11-8-21 meeting. The County Farm Lease will be approved today.
Award Comfort Drive Bid – Recommendation to award the construction contract to F&K Construction, Inc. for $4,704,600.00.
Economic Development Agreement with Tempur
Agreement will outline the incentive package for the project as well as commitments of Tempur Sealy for the project.
Amendment #1 Clark-Dietz Mace Drainage Engineering Contract – This Amendment for Final Design and Construction Related Services amends the Professional Services Agreement dated October 22, 2019, for the “Drainage Evaluation – Unincorporated Community of Mace, CLAUDE MOODY #583 Regulated Drain.
County Health Insurance
Premium Holiday
Recommends a premium holiday be approved for the employee’s health insurance premiums for December 2021.
HRA Contribution
Proposal to amend the HRA to include funds for spouses and children. Under the proposed arrangement, any covered member would be responsible for the first $3,000 in Deductible/OOP, then the HRA will pay the remaining $2,000 with a family maximum HRA benefit of $4,000. This arrangement would reduce the full OOP exposure for each member to $3,000 with a family cap at $6,000.

Final Reading Ordinance 2021-35: Establish CY2022 Sequential Model Grant Fund-$60,000
Establishes a fund to receive a grant from the State of Indiana Office of Court Services to receive a grant in the amount of $60,000.00 provides funding for the Drug Court Peer Mentor program, a Skill Building program, Training, Community Outreach (Recovery Rec Center and QRT Program), Barrier Busters and Substance Abuse Treatment, as detailed in the grant agreement.
Final Reading Ordinance 2021-36: Establish CY2022 Montgomery County Probation Grant Fund-$143,318
Establishes a fund for a grant received by the Montgomery County Probation Department from the State of Indiana Department of Corrections in the amount of $143,318.00 for ongoing support for two Probation Officer salaries/benefits, operating supplies (fuel cell phone, vehicle insurance) and administrative supervision expenses (incentives, program materials, training), as detailed in the grant agreement.
Final Reading Ordinance 2021-37: Establish CY2022 Montgomery County Drug Court Grant Fund-$74,991
Establishes a fund for a Montgomery County Drug Court has been approved by the State of Indiana Department of Corrections to receive a grant in the amount of $74,991.00 for ongoing support of a Probation Officer salaries/benefits, operating supplies (office supplies, cell phone), as detailed in the grant agreement.
Introduction Ordinance 2021-38: Establish Clothing Allowance Policy
Ordinance to adopt a clothing allowance policy to detail the regulations regarding the county’s clothing allowance and use policies.
Introduction Ordinance 2021-39: Amending Provisions of the Economic Development Commission
Ordinance clarifies that the County Council appointment does not have to be a County Council member.
Introduction Ordinance 2021-40: Establish Supplemental Health Workforce Grant Fund – $440,000
Ordinance establishes a fund for a grant received by the Montgomery County Health Department from the Indiana Department of Health to fund two positions as supplemental workforce for the Montgomery County Health Department over a period of two years. Funds may also be used to hire personnel costs, equipment, training and supplies for roles that expand, train, and sustain public health workforce to support jurisdictional COVID_19 prevention, preparedness, response, and recovery initiatives including school-based health programs.
Introduction Ordinance 2021-41: Establish 2021 EMPG Grant Fund – $36,278.15
Ordinance establishes a fund for a grant received by the Emergency Management Agency to upgrade to two Rangers, CERT Team Training and the Code Red mass notification system
Introduction Ordinance 2021-42: Establish Montgomery County Bicentennial Donation Fund
Ordinance establishes a fund to receive donations to be used by the Bicentennial Committee for the planning, promotion and implementation of Bicentennial events being held to commemorate the establishment of Montgomery County on December 21, 1822.
Resolutions
Resolution 2021-21: Amended ARP Plan
The proposed amendments to the County’s American Rescue Plan Act of 2021 Coronavirus State and Local Fiscal Recovery Funds Plan include:
1. Increasing the water infrastructure amount by $40,000. This will allow $40,000 to be utilized from the SWIF water infrastructure grant for grant administration.
2. Adding $170,400 for stormwater infrastructure as a result of the County being awarded a State SWIF grant for stormwater infrastructure. The amount will also allow $15,000 to be utilized from the SWIF grant for grant administration.
3. Decreasing the replacement of lost public sector revenue by $155,400 to account for the addition of the funding for the stormwater infrastructure.
4. Decreasing the grant program $55,000 to account for the amount added to the water infrastructure and stormwater infrastructure that will allow the SWIF grant to pay for grant administration.
Resolution 2021-22: Amendment to Courthouse Annex Lease Agreement
Amends the agreement pertaining to ownership of the government center.
