New Business

Open 2022 Annual Highway Department Bids –

Opened Annual bids opened for: Gas, Fuel, Oil, Culverts Aggregates, Bituminous, 50/50 Dust Control, Signs, Tires, Tubes and Batteries. The Highway Department will review the bids and make a recommendation at the December 28 Commissioners meeting.

Open Culvert Quotes – CR700N & CR950S

One quote was received from Conexco to remove an existing culvert and install pre-purchased culvert components located on CR 700 N between US 231 and CR 100 E for $277,000 and one quote was received from Conexco to remove an existing culvert and install pre-purchased culvert components located on CR 950 S between CR 750 W and CR 625 W for $286,000. The quotes will be reviewed and staff will issue a recommendation at the December 28 Commissioners meeting.

2021 ADA Annual Report

Accepted the annual report regarding completed ADA compliance projects. No complaints were received.

2021 Title VI Annual Report

Accepted the annual report regarding the Title VI of the Civil Rights Act of 1964 which prohibits discrimination on the basis of race, color, national origin, sex, age, disability, limited English proficiency and income status.  No complaints were received in 2021.

2021 State Transportation & Stormwater Grant Award

Approved grant award letter for a State Transportation & Stormwater Grant in the amount of $466,200 for the Mace drainage project. The Commissioners confirmed their commitment to co-fund the project in an amount of $515,799.

Ordinances

2nd Reading Ordinance 2021-38:  Establish Clothing Allowance Policy

Approved. Ordinance adopts a clothing allowance policy to detail the regulations regarding the county’s clothing allowance and use policies.

2nd Reading Ordinance 2021-39:  Amending Provisions of the Economic Development Commission

Approved. Ordinance clarifies that the County Council appointment does not have to be a County Council member.

2nd Reading Ordinance 2021-40:  Establish Supplemental Health Workforce Grant Fund

Approved. Ordinance establishes a fund for a grant received by the Montgomery County Health Department from the Indiana Department of Health to fund two positions as supplemental workforce for the Montgomery County Health Department over a period of two years.  Funds may also be used to hire personnel costs, equipment, training and supplies for roles that expand, train, and sustain public health workforce to support jurisdictional COVID_19 prevention, preparedness, response, and recovery initiatives including school-based health programs.

2nd Reading Ordinance 2021-41:  Establish 2021 EMPG Grant Fund

Approved. Ordinance establishes a fund for a grant received by the Emergency Management Agency to upgrade to two Rangers, CERT Team Training and the Code Red mass notification system.

2nd Reading Ordinance 2021-42: Establish Montgomery County Bicentennial Donation Fund

Approved. Ordinance establishes a fund to receive donations to be used by the Bicentennial Committee for the planning, promotion and implementation of Bicentennial events being held to commemorate the establishment of Montgomery County on Dec. 21, 1822.

Introduction Ordinance 2021-43: Establish 2022 Veterans Treatment Court Grant Fund – $104,274

Introduced. Indiana Office of Court Services award will provide funding for a Veterans Treatment Court Coordinators salary and benefits, mentor coordinator and training.

Introduction Ordinance 2021-44: Establish 2022 Family Recovery Court Grant Fund – $104,861

Introduced. Indiana Office of Court Services award will provide funding for a new Family Recovery Court Coordinator salary and benefits, supplies, incentives, drug testing supplies, emergency client needs, cell phone, travel/training, office equipment and Data Processing Equipment.

Resolutions

Resolution 2021-23:  Approving Opioid Settlement Participation

Approved Resolution to opt in to the Opioid settlement.

Political subdivisions and states across the country have sued the three largest pharmaceutical distributors and manufacturers for their role in the opioid crisis. In July 2021, these groups agreed to a nationwide settlement to resolve all opioid litigation, which, if fully adopted by states and subdivisions, will result in the distributors and manufacturers paying over $22 billion over 18 years. Under this agreement, Montgomery County is eligible to receive funds upon opting in and following the steps outlined.

The total amount allocated to Indiana has not been determined. Any money received by the County must be used for “opioid remediation” services such as overdose medication, recovery services, prevention programs, syringe service programs, criminal justice needs, etc. It is expected that funds may be available as early as April 2022.
